New York - The United Nations Security Council remains divided on a Rwanda drafted African Union (AU) request to defer the International Criminal Court (ICC) trials of Kenya’s President Uhuru Kenyatta and his deputy William Ruto.
After a two and a half hour closed consultation at the level of Permanent Representative, Ambassadors emerged with little consensus on the main request to defer for a year the trial of Kenyatta and Ruto.
However, with only seven countries out of 15 supporting the draft, Rwanda’s Ambassador has indicated they still plan to put the matter to a vote.
Rwanda’s Ambassador Richard Gasana was clearly plotting his next move on his way out of the council but did confirm the following regarding the draft resolution in a brief interaction with journalists.
“It will be in blue, you will be informed, so we’re having a vote this week yes.â€
However, they don’t have the votes.
Sources say only seven countries back the AU request. A resolution requires a minimum of nine votes to pass without any of the permanent five members using the veto. China and Russia support the resolution; the US, France and the United Kingdom, not so much. Even so with only seven supporters, the veto doesn’t even come into play.
The President of the Council, Chinese Ambassador Lui Jieyi indicated discussions were thorough: “All the members spoke. My take of the discussions was that the members attach importance to the concerns of the African countries. They see the role by Kenya in peace and security and counter-terrorism in Africa and they do see this issue with utmost attention but you can imagine, there’s no agreement on the thrust of the draft resolution and the council will of course further deal with this matterâ€.
If a vote goes ahead and fails, the focus immediately shifts to how the AU heads of state will react.
Speaking in his national capacity, Ambassador Jieyi articulated his countries support for the African position: “We fully understand the contingencies behind such a request, it is not a request by Kenya, it is a request by the AU and all the African countries.
“They base their need on peace and security in Africa and also the need to counter terrorism and we believe that the concerns of Africa should be respected after all the African countries know the African continent better than anyone else and if they have a real concern in terms of a unanimous position of the AU, I think the Security Council need to support regional organisations in maintaining peace, stability and also in their efforts to fight against terrorismâ€.
As of Tuesday night, the draft resolution had not been put in blue which would indicate the final stages before a vote. Drafts that don’t have the requisite support are generally not put to vote to avoid embarrassment. - NNN-SAnews.gov.za

Monday night will see Kamp David perform the first single - Legs up Linda, a toe-tapping tour-de-force with typically louche lyrics, the terrific glam-trash title track Westway to Vegas, the impossibly catchy I Should Coco along with their other hip smashing hits Limosene and Nice Girl...Every rocker likes a nice girl, but ever bad girl loves Kamp David.
Monday 4th November show will also be the season finale for FFR UK PRESENTS REGGAE PUNK MONDAYS one of London’s most hyped up, underground events of the year, which will surely feature in many future music biographies as the place where the music happened.There’s bad times for good people going down out there and Kamp David are the best god-damn band for these damn hard times.
