Houston - A soldier opened fire at the US Army post of Fort Hood in Texas on Wednesday, killing three people and wounding 16 others before killing himself, the commanding general of the post said.
Several hours after the shooting, Commander Lt. Gen. Mark A Milley confirmed to the media that the shooter, an army specialist who had served in Iraq, was being treated for mental health issues, had died of a self-inflicted gunshot wound.
Milley said the soldier first walked into a medical support building on Wednesday afternoon and opened fire. He then went out, got into a car and drove to a second building. He fired several shots while driving.
After he went inside the second building, he resumed shooting before being confronted by a military officer. The gunman then turned the handgun to his head and fired, Milley said.
Milley declined to identify the shooter. He said the shooter's motive remained unclear, but the shooting did not appear to be related to terrorism. Some reports said the shooting seemed to have resulted from disputes between soldiers, but there is no immediate confirmation.
Milley said the gunman used a .45-caliber Smith and Wesson automatic pistol that he recently purchased locally. The weapon was not registered on base as required, he said.
Three people were shot dead and 16 more wounded in the shooting. All of the victims are military members. Several among the wounded are in critical condition, according to media reports.
Previously the military base was put on lockdown as authorities investigate. The lockdown was lifted on Wednesday night and all traffic resumed. A college campus and a hospital near Fort Hood were also evacuated as a precaution.
US President Barack Obama said he was "heartbroken" that another shooting had occurred at the Fort Hood Army post.
"We are going to get to the bottom of exactly what happened," Obama told reporters in Chicago, where he is traveling for Democratic fundraisers. "We're heartbroken that something like this might have happened again."
Fort Hood was the scene of a shooting rampage on 5 November 2009, when Nidal Malik Hasan, an army psychiatrist, opened fire at a soldier readiness centre on the base. The shooting left 13 people dead and more than 30 others wounded. It was the worst shooting ever to have taken place on an American military base. - SAnews.gov.za-Xinhua

Santiago - Five people have died in an 8.2-magnitude earthquake that hit off the Chilean northern coast on Tuesday, according to Interior Minister Rodrigo Penailillo.
According to the University of Chile Seismological Service, the powerful tremor hit off the northern Chilean coast at 8:46 pm local time (2346 GMT) and the epicentre, with a depth of 44km, is located 99km northwest of the mining port of Iquique, near the Peruvian border.
The U.S. Geological Survey has initially reported the quake at 8.0 magnitude.
Chilean National Office for Emergency said more than 10 000 people in some coastal cities have been evacuated. Power went out and communications were affected in some areas where landslides blocked some roads and highways to the region.
The Office also said 300 inmates escaped from a women's prison in the city of Iquique and the military was sending a planeload of special forces to prevent looting.
Xiao Feng, vice consul of the Chinese Consulate General, in Iquique, told Xinhua that the quake was so strong that a lot of office equipment was knocked down.
At least 10 strong aftershocks, including a 6.2 tremor, occurred so far after the major quake.
The Pacific Tsunami Warning Centre said the quake generated a large tsunami with the biggest wave reported at 2.3 meters. The Chilean navy said tsunami waves have hit some coastal areas. – SAnews.gov.za-Xinhua

South Africa will not deploy troops to the war torn Central African Republic (CAR), says Defence and Military Veterans Minister Nosiviwe Mapisa Nqakula.
“Let the world hear that there isn’t enough personnel. I can certainly say that without any fear of contradiction that for now there is absolutely no intention [of deploying troops to CAR],†she said.
Briefing reporters on Monday during a post SONA briefing, the minster noted that there is indeed a crisis in CAR. The issue, she said, was not about the shortage of troops in that country as there were troops on the ground from the region, the EU and the French.
“The issue is about how best do you utilise the forces that you have at hand. How do you coordinate the activities of the various forces which are deployed by different countries on the ground? Adding more boots will not help if there isn’t proper coordination,†she explained.
On Monday, UN Secretary General Ban Ki-moon voiced his concerns at the latest upsurge in CAR.
Thousands of people are believed to have been killed, and 2.2 million, about half the population of the CAR, need humanitarian aid as a result of the conflict that began in December 2012, when Muslim Seleka rebels launched attacks. – SAnews.gov.za
